If we’re correctly associating the photo with the deed, these are workmen for the Cunningham-Waters Construction Co. of Greer, S.C. and the year is 1970. At least that company bid on the project. Because their bid document was preserved, we can assume C-W was awarded the contract. The job was described as “height extension to the dam.” John Scoville was Cone Mills’ Cliffside engineer.

Here’s the full photo. Note the open windows; this was prior to the advent of air-conditioning at the mill.
