At least in terry cloth days, and perhaps later, weavers were docked for each “second” (bad place) in their particular rolls of cloth. In those days, the “inspectors” were at the south end of the upstairs weave room.
Here, the cloth from manufacturing is introduced into the finishing process. The rolls, trucked in from the denim and Jacquard mills up the road, were mounted on these machines, which, among other things, unrolled the cloth and fed it up to other machines on the second floor.
